The European Union's (EU) new, wide-ranging overhaul of its chemical control legislation known as REACH took effect on June 1, 2007. It will be implemented over the next 11 years and is designed to:

  • Provide a high level of protection to human health and the environment
  • Enhance the competitiveness of the European chemical industry and encourage innovation The European Union's (EU) new, wide-ranging overhaul of its chemical control legislation known as

Under REACH all chemicals made in or imported into the EU in quantities of greater than one ton per year must undergo a process of registration, evaluation and authorization for use. Some chemicals, those of low hazard or that are regulated by other legislation, are exempted from REACH.

The use of substances that cause cancer, infertility in men and women, genetic mutations, birth defects and those which are persistent and accumulate in our bodies or the environment will be subject to authorization and potentially also restriction. Restriction may be imposed on any substance on its own, in a preparation or in an article on a community wide basis if its use poses an unacceptable risk to health or the environment.

The European Chemical Agency (ECHA) publishes the list for the substances candidate for authorization. New candidates are added at regular intervals.

Nalco's Position

Nalco is committed to and fully supports the goals of REACH and has established a central program office to coordinate our efforts. In each of our business units plans are in place, to ensure a smooth transition to the REACH regulation. Nalco has pre-registered all the substances that Nalco manufactures or imports for sale within the European Union as a first step. As polymers are exempt from REACH regulation, the monomer units have been pre-registered along with all our other chemistries.

Based on current and available information, other than a very small segment of products, none of the Nalco products sold within the European Union contain Substances of Very High Concern (SVHC) as listed on the Candidate List published by the ECHA on 18 December 2012. Please see

Nalco recognizes that authorization is likely to place a significant burden on our customers. Nalco has a long tradition of innovation and has accordingly put programs in place to look for alternatives for all chemicals whose use we believe will become "authorized" in time.
